Fallout nv level cap

The difference comes in at the beginning, which will totally and completely link all of your stats together-no more maxing intelligence and putting all your points into combat skills. How would this be any different in terms of end game?

I feel like those people have suddenly forgotten that the exact same thing occurred in Fallout 3 and NV, where it was incredibly easy even with a relatively low intelligence to max you skills and make you a god at everything. I've seen a fair number of people complaining about how the lack of a level cap will lead to a lack of specialization and becoming a jack/master of all.
